📢 On March 17, Astana International University welcomed a distinguished guest – Unzila Shapak, a deputy of the Mazhilis of the Parliament of the Republic of Kazakhstan.

The event was organized as part of the 30th anniversary of the Parliament of the Republic of Kazakhstan and attracted great interest among students. The lecture focused on parliamentary law and the functions of Parliament, evolving into a dynamic discussion on legislative processes, the development of parliamentarism, and the role of youth in politics.

AN EVENT DEDICATED TO WORLD ELECTION DAY WAS HELD AT ASTANA INTERNATIONAL UNIVERSITY

On February 5, 2025, an event on the theme "Elections are a matter for everyone" was held at Astana International University.

The event is dedicated to World Election Day, which this year is celebrated on February 6. The tradition of celebrating World Election Day was approved at the III Global Conference of Election Organizers, held in Budapest in 2005, and falls annually on the first Thursday of February. The decision of the conference opened up new perspectives in recognizing the importance of the work of election organizers and was supported by the United Nations Democracy Fund. According to the idea of the founders, on this day all attention should be paid to the issues of ensuring the electoral rights of citizens and improving electoral processes.

The purpose of the event is to enhance the legal culture of future voters, the formation of young people's knowledge, skills and abilities necessary for the conscious realization of electoral rights.

The meeting was attended by the leadership and faculty of the Higher School of Law of Astana International University, representatives of the Central Election Commission of the Republic of Kazakhstan and the TEC of Astana, doctoral students, students of the MUA.

The opening speech was made by the Deputy dean of the Higher School of Law of Astana International University, Seilkhanov Zhanat Duisenbaevich.

Within the framework of the meeting, a business game on the theme of the event was held among the five teams formed from among the students of the Higher School of Law. The teams answered questions about the active participation of citizens in the elections and the improvement of legislation in this area, taking into account the best foreign practices.

The organizers of this event are the Higher School of Law of the AIU and the TEC of the Yesil district of Astana.

LEGAL LITERACY IS A STEP TOWARDS A SUCCESSFUL FUTURE: MEETING AT THE UNIVERSITY BY STAFF OF THE ACADEMY OF LAW....

On December 20, 2024, as part of the campaign "Tarti ozinnen Basta", the Higher School of Law of Astana International University held a meeting of HSE students with undergraduates (current law enforcement officers) of the Academy of Law Enforcement Agencies under the Prosecutor General's Office of the Republic of Kazakhstan.

The Deputy Dean of the Higher School of Economics, Seilkhanov Zh.D., delivered a welcoming speech. The event was attended by Assistant Chief Military Prosecutor D.Zh. Mukanov, Prosecutor of the Ulytau region Rakymzhanov D.M., senior investigator of the investigative department of the Aktobe City Police Department, police Major K.N. Kulkeshev, senior lecturer at the Higher School of Economics S.G. Kozhakhmetova.

The participants discussed current and important topics related to drug addiction, gambling, and bullying. These questions provoked an active discussion, the participants of the meeting asked questions, shared their thoughts and discussed practical examples. The purpose of the event was to create awareness among young people of the importance of observing the law, developing critical thinking skills and responsibility for their actions.

The undergraduates presented interactive materials that helped students better understand how rash actions can affect their future. Also during the meeting, undergraduates (current law enforcement officers) of the Academy of Law Enforcement Agencies under the Prosecutor General's Office of the Republic of Kazakhstan spoke about the activities of the Academy, emphasizing its role in training highly qualified specialists for law enforcement agencies in Kazakhstan.

The HSE students expressed great interest, actively participated in the discussions and noted the practical significance of the demonstrated materials. Such meetings not only contribute to improving legal literacy, but also help young people find the right way of life.

The HSE, together with the Academy of Law Enforcement Agencies under the General Prosecutor's Office of the Republic of Kazakhstan, will continue to develop legal education initiatives, organizing new events and strengthening cooperation with other educational institutions to form legal awareness and social responsibility among the younger generation.

"Educated youth - the future of independent Kazakhstan"

On the eve of the Independence Day of the Republic of Kazakhstan on December 6, 2024, a round table was held on the topic "Educated youth - the future of independent Kazakhstan", organized by the Higher School of Law.

The main goal of the event was to contribute to strengthening the independence of the country and ensuring its future by increasing the level of education, patriotic consciousness and social activity of young people, our students.

The round table began with a display of the exhibition "Achievements of Independent Kazakhstan" by the employee of the library of the 5th building of the university Albatyrova B.J.        

In the next speech, the deputy dean Zh.D. Seilkhanov announced the opening of the round table and shared his thoughts on Independence Day.

The event was continued by students of group A-2 "Kukyktanu-24", under the supervision of curator S.G. Kozhakhmetova, they shared their reports and made presentations on the following topics:

1. Erdenuly Yerasyl "Kazakhstan's path to independence and its historical significance"

2. Amanbek Alnur, Amandykkyzy Fariza "Strategies for the legal development of independent Kazakhstan" (legal reforms)

3. Abibulla Aiym "The place and role of independent Kazakhstan in the international arena"

4. Asybaeva Sabina "Future orientation: development prospects of independent Kazakhstan".

Thus, the round table, in which the faculty of the Higher School of Law, the deputy dean and students took part, achieved its goal and all issues were comprehensively considered.

Meeting of AIU students with the Financial Monitoring Agency: career and financial security

Among the participants were: Andrey V. Davydov, Head of the Prevention Department of the Department of Prevention and Analytical Developments of the AFM, Colonel of the Economic Investigation Service, Askat Kausov, Special Investigator for Particularly Important Cases in the Department for Personnel Potential Development, Department of Human Resources at the Agency for Financial Monitoring, Colonel of the Economic Investigation Service, Gani Sutbaev, Senior Investigator of the Department for Personnel Potential Development, Department of Human Resources at the Agency for Financial Monitoring, Senior Lieutenant of the Economic Investigation Service, Asel Kairzhankyzy, Chief Consultant in the Department for Personnel Potential Development, Department of Human Resources at the Agency for Financial Monitoring.

The speakers gave a lecture covering issues such as combating financial pyramids, and highlighted topics including gambling addiction, money laundering, terrorism financing, and illegal cryptocurrency exchange. Students expressed interest in employment opportunities with the Agency for Financial Monitoring.

The agency representatives noted their readiness to welcome graduates skilled in modern technologies.

Meetings like these are crucial in helping graduates make informed choices about their future careers.

The event was also attended by Deputy Dean of the Higher School of Law Seilkhanov Zhanat Duisenbaevich and 2nd, 3rd, 4th year students of the Higher School of Economics, HSE of Astana International University.

Continuation of a good tradition: Prof. Borchashvili presented unique editions to the students

October 9 this year will be remembered by the second year students of the specialty “Law and Public Administration” of Astana International University!

🎉 Honored Worker of Kazakhstan, Doctor of Law and Professor of the Higher School of Law Isidor Shamilovich Borchashvili for the third year in a row made a truly generous gift: he presented 40 sets of three-volume “Commentary to the Criminal Code of the Republic of Kazakhstan” before the beginning of academic classes. 📚 And for the Kazakh-speaking group he also donated another 51 sets!

Dean of the Graduate School of Law, Nurbek Isabayevich Khairmukhanmedov, expressed his sincere gratitude to Prof. Borchashvili for such a valuable contribution, the value of which is about 3.6 million tenge. 💰✨ He also noted that this fundamental work will help students to master in depth the discipline of “Criminal Law of the Republic of Kazakhstan” and become highly qualified specialists in the future.

DOCTORAL STUDENT OF THE HIGHER SCHOOL OF LAW, HOLDER OF AN INTERNATIONAL CERTIFICATE

From November 2023 to May 2024, the training “Improving the Unified National Testing Assessment System” was conducted, organized by the Ministry of Science and Higher Education of the Republic of Kazakhstan with The World Bank. 2nd year doctoral student of the Higher School of Law Saulet Kozhakhmetova took part in the implementation of this project.

The training on the implementation of a large project was conducted online and offline for 180 hours, where 350 people, specialists in Unified National Testing subjects, took part from all regions of Kazakhstan.

The purpose of the training is to train developers, testing experts and National Testing Center specialists for the effective development and examination of tasks in accordance with international practice and ensure the further implementation of the UNT.

Within the framework of the project, four stages were carried out, each was educational in its own way; specialists at each of them were trained in the preparation and examination of test items, and mastering testology methods. For the successful implementation of the project, the Training was conducted by international and domestic experts and evaluators (Emily Jones, Ivane Mindadze, David Gabelaya, Katherine Parks, etc.).

The most difficult and very interesting was the last stage, which was devoted to the application of skills in using psychometric data to assess the effectiveness of test tasks, identify problems and suggestions for their improvement. Based on the materials studied, and during the training, each specialist improved his qualifications in testology, gaining new knowledge in this area.

This training provides an opportunity for each participant not only to improve professional skills in the field of testology, but also, in general, to introduce innovative methods into the educational process, in particular for conducting UNT to increase its effectiveness.

To summarize the implementation of this project, an Open Seminar was held on May 14, 2024. It was attended by the Minister of Science and Higher Education of the Republic of Kazakhstan, Mr. Sayasat Nurbek, vice-ministers, the director of the education department of Ginger-SOFRECO, Mr. Hugues Temple-Boyer, the project director and chief assessment specialist, Ms. Jenny Hsieh, the director of the National Testing Center Mr. Bolatbek Abdrasilov, and others.

At the end of the Seminar, certificates of international level were awarded, one of the owners of which was a 2nd year doctoral student at the Higher School of Law Saulet Kozhakhmetova.

PHD DOCTORAL STUDENT OF THE HIGHER SCHOOL OF LAW COMPLETED A SCIENTIFIC INTERNSHIP AT THE UNIVERSITY OF WARSAW

2nd year doctoral student at the Higher School of Law Saulet Kozhakhmetova completed a scientific internship from April 11 to May 11, 2024 at the University of Warsaw, Warsaw, Republic of Poland.

The purpose of the scientific internship is to familiarize yourself with innovative technologies and new types of scientific results.

University of Warsaw (Polish: Uniwersytet Warszawski) - founded in 1816, is the best higher education institution in Poland, included in the top 3% of universities in the world. According to data for 2023, more than 40 thousand students have access to 100 or more educational programs in the field of humanities, social and natural sciences. Students study more than 35 different languages of the world. According to the QS World University Rankings 2023, the University of Warsaw is ranked 262nd.

Scientific internship by Kozhakhmetova S. took place at the Faculty of Political Science and International Relations of the University of Warsaw. This faculty was founded in 1975. Training at the faculty is also conducted in English: Political Science, International Relations and European Politics and Economics and etc.

The Faculty of Political Science and International Relations is one of the largest research institutions in Central Europe. The faculty consists of more than 180 researchers who work on the implementation of more than 20 research grants. The faculty has 3,500 students and about 100 doctoral students. Every year, the scientific achievements of the faculty increase by several dozen publications: articles, periodicals, books and scientific events: conferences and seminars. Within the framework of international cooperation, Faculty of Political Science and International Relations, University of Warsaw has almost 250 agreements concluded with foreign university centers.

The faculty has been headed since 2020 by Dr. Hub. Mr. Daniel Przastek. 

The scientific internship of Saulet Kozhakhmetova was supervised by her foreign scientific consultant, Mr. Jacek Zalesny Dr. hub. 

Pan Jacek Zalesny is a Polish political scientist, habilitated Doctor of Law in Constitutional Law, academic lecturer at the Faculty of Political Science and International Relations at the University of Warsaw and Lazarski University. In 2004 he received a Doctor of Humanities degree (topic: Constitutional responsibility in Poland during the period of political transformation). In 2016, based on the scientific work: “The State Duma and the Government in the Russian Federation,” he received the degree of a habilitated doctor of legal sciences. Dr hab. Jacek Zalesny is also a member of the Polish Society of Constitutional Law.

Upon completion of the scientific internship, Kozhakhmetova S. successfully achieved the goal and completed all planned activities (details in the Report).

Students of the Higher School of Law took the second place at the Republican subject Olympiad in the field of....

On April 18, 2024, the XVI Republican Student subject Olympiad in the specialty "Law" among students of higher educational institutions of the Republic of Kazakhstan was held at Turan-Astana University.

24 universities of Kazakhstan took part in the Olympiad. The Olympiad was held in two rounds. The first round includes test tasks in civil and criminal law, the second round is the solution of situational cases in civil and criminal proceedings.

Of the 96 students who took part in the Olympiad, 12 students qualified for the second round, 4 of them were students of the Higher School of Law of Astana International University.

In the second round, each participant's work was evaluated individually. The 6 students who scored the most points won prizes.

Diplomas of the II degree were awarded to 3rd year students of the Higher School of Law of the Astana International University, Sergey Moskal and Daniyarqyzy Qarlygash.

In the team competition, the 1st place was taken by students of the Higher School of Law of Astana International University.

Students were prepared for the Olympiad by the Honored Worker of Kazakhstan, Doctor of Law, Professor Borchishvili I.Sh., Doctor of Law, Professor Alenov M.A., Candidate of Law, Professor Zhaskairat M.Zh., senior teachers of the Higher School of Law Seilkhanov Zh.D., Abugalieva F.M.
